Both versions are fan games and not ROM hacks. This means that you don’t need an emulator to play them.

Visual and Audio Aesthetics
Some of the sprites and tilesets have been updated for the Rank Up Version. While the graphical changes aren’t that obvious, there are some changes to the graphics in some parts. When it comes to the audio, new music has been added to the game.

New Pokemon Added
A lot of new Pokemon have been added to the Rank Up Version. There are a couple of them, but we’ll mention some that have been added.
Take note that a lot of these are fused or Fakemon modified from their original counterparts. We have Pokemon such as Muthwile, Mageary, Solflora, Pyludon, Frijian Houndour, Opulite Riolu/Lucario, and so much more.

Pokemon Changes
There are several changes in some of the key factors when it comes to Pokemon. First of all, several areas have new Pokemon to encounter. Such as the Dragon’s Den, where you can now encounter a Pyludon. There’s also now an Applin in the Mythical Fields, and so much more.
Abilities have also been changed or added to some of the Pokemon in the game. You have a Pokemon like Rattata, which gained the hidden ability Freeing Nature, or Absol getting Mollify, and a lot of other abilities for more Pokemon.
Some Pokemon have had their stats tweaked, for the better or for the worse. Moves have also been changed, such as Play Rough, where it no longer reduces Attack but makes the enemy Pokemon flustered. Also, some of the status ailments have been tweaked, and Frozen has been removed entirely.

Item Changes and Weather Effects
There are a couple of items that have been changed. The Kingler Claws, which now lowers accuracy and increase attack, along with a lot of other item changes. There is a new weather-like effect called Atmosphere, which also grants different effects to your Pokemon while out in the field.

If you haven’t played the original version, then we recommend that you play that one first. It is complete, and you get an idea of how the game works.
Playing the Rank Up Version may be a bad thing. The game isn’t complete, and you’ll be starved for more when you beat it.
It’s pretty much the same game, but the Rank Up Version just has some updated and modified things. Those things you’ll have to wait for, though, so stick with the original if it’s your first time playing.

Yes, you will need an emulator to run it. The particular emulators you need to look for are those that can run RPG Maker games. A good one is JoiPlay, which should have some free emulators for Android.
