Are the Regional forms stronger than the original?

It still depends on the type of matchups. Having a regional form doesn’t necessarily mean it’s stronger or weaker than the original form.

Where is the Abyssal Shard?

You have to progress the story until the Fifth Stratum. The Abyssal Shard is there in one of the rooms as you progress the story much further.
