Surf is an HM that has been around and is available in ROM hacks like Pokemon Clover. Despite being labeled as HM03, it isn’t the third one that you can get in the hack, so we’ve come up with this guide on where to get Surf in Pokemon Clover.
The real struggle here is that you’ll be doing a couple of long side quests before you can get Surf.
Don’t worry, we’ll make it easier for you so that you don’t have to think long and hard about what to do to get this HM.

Where to Get Surf in Pokemon Clover?

To get the HM Surf in Pokemon Clover, go to Esfores City. Once there, head north above the Pokemon Center where Keksandra is standing. Talk to her, and you will end up battling her.

After beating her, she will give you HM03 Surf. That’s it, and you’re done. You will still need to beat the 6th Gym Leader to use Surf outside of battle.

What’s the Hard Part?
The hard part is accessing Esfores City, which takes a long time. There are parts of the story that you need to complete first, leading up to the main quests, which allow you access to Esfores City.
Other quests to complete:

- Team Karma Secret Base
The Mexican Side Quest
Once you finish Team Karma’s Base, you will now be able to access the southern part of Parax City. Those pesky Fishermen NPCs that were blocking the path are now gone.Â
You must now proceed south and head west. Follow the path on Route 11 until you are able to access this cave called Border Hop in the image below.
Enter the cave, and you will just need to head east to the exit. Once you leave the cave, you are now in an area called the Wetback Trail.
Head up, and you’ll see a group of people, which will trigger a scene. Apparently, they are Mexicans and want to sneak into the Fochun border.
After the scene, head right, and you have to battle the four Mexicans. They won’t be easy to beat, so be sure to have your best Pokemon.

Once you defeat those guys, a notification will tell you that a door opened. Head to the house where Carlito is waiting. Battle him and beat him to continue the quest.
Once Carlito is defeated, all of them will gather to the left side. Just talk to them and head back through the Border Hop Cave. There will be Border Agent NPCs in the cave.
You don’t have to battle them, but if you’re caught in their gaze, you’ll be forced to fight them. When you’re finally going out the Border Hop Cave, the agent will run dropping the Poop Flute which will be important.

Going to Esfores City

Once you have the Poop Flute, Fly back to Beehive City and beat the 5th Gym Leader. You need to do the Mexican quest first because the Gym Leader won’t be available beforehand.
Once he’s beaten, Fly back to Parax Town and head south again. This time, go to the right side where there is a pier.
Keep going right until you see the giant poop blocking your way. Now that you have the Poop Flute, you need to use it.

This will trigger a battle with the giant poop. Think of the Snorlax battle once you have the Poke Flute. You can capture or knock out the Cacademon.
There’s another one you can battle, but for now, after the Cacademon is defeated, continue heading south.
Head west when you can’t go south anymore. Just continue the path, and you’ll be in Esfores City.
Proceed to the north of the Pokemon Center, battle Keksandra, and you’ll have Surf after you win.

In Closing
Now that you know where to get Surf in Pokemon Clover, you better get those side quests done. It’s more on the length of the process of going to Esfores City rather than finding Surf.
The multiple battles can also be a pain since you can’t use specific cheats in the game. When you get Surf, you can progress further in the game.
Do the Safari Zone as well, which is in the same city. Surf will allow you to access parts of the Safari Zone easier and maybe backtrack in some areas you previously went through.
