There are two ways to get an Eevee in Pokemon Black 2 and White 2.

Method 1. Gift Eevee in Castelia City

The first way to get an Eevee in Black 2 and White 2 is through a special gift in Castelia City. From the Castelia Pokemon Center, walk all the way to the far west side until you see the Castelia Gym. 

Right across from the gym is a tall building with a sun-shaped logo on the sign outside.

Enter this building and take the elevator to the third floor. The woman on the left will introduce herself as the creator of the PC and Pokemon Storage System in the Unova region. 

After a short conversation, she mentions that she has plenty of Eevee and offers to give you one.

Make sure you have an empty slot in your party, then accept it to receive a Level 10 Eevee. The downside is that this gift is only available after you have defeated the Elite Four.

Method 2. Wild Eevee in Castelia Park

You can also find wild Eevee in Castelia Park. After clearing the story inside Castelia Sewers, a new exit opens that leads to a small grassy sanctuary known as Castelia Park. 

The place is easy to recognize because of the giant tree at the center, surrounded by patches of grass. 

An NPC in the back even comments that this is where the city of Castelia originally began.

Wild Eevee can appear in the grass here with a low encounter rate of about 5 percent. 

They show up at roughly Level 15, so with a little patience, you can definitely catch one. This is the earliest way to get a usable Eevee for your journey through Unova.
