Cut (HM01) is a normal type move that appeared first in Generation I to Generation VI. In Generation, I to III Cut is used to removing obstacles such as trees that block your way. Cut is a very useful move that can be also obtained through cheats or finding the item on its location.
Regarding learnset, Kartana is the only Pokemon that can learn cut by leveling up while most Pokemon can have cut by HM. Kartana is found only in Generation VII.

well all i know is that you shouldn’t pick blastoise because it can’t learn cut or you should find a spot with a pokemon that can learn cut like oddish for some reason you can find it in the grass patch by nugget bridge in gen 1

Nidoqueen can’t learn Cut in Generations prior to Generation 3. Since Pokemon Blue is Gen 1, you can’t teach Nidoqueen Cut.
